Mail about OSHA fines with no company name on it

Got a letter in the mail from a PO Box in Washington DC. It says inside "this is not a government document" but then it says government fines may be imposed for failing to meet OSHA safety requirements.

They want me to pay $295. The email they listed is [email protected]. No real company name on the letter itself.

Just feels off. They say it's not a government document but then threaten fines. I didn't call the number (202) 838-0037 but it seems like a phishing thing.
