Got a mailer for a loan but it was a bait and switch

I got this mailer in the mail saying I was pre-qualified for a loan. So I filled out the info online and then this guy calls me to keep going with the process. I told him clear that I needed the loan to pay off credit card debt. Then he says because my usage is too high I don’t qualify but there’s this debt relief program I could do instead.

Then right in the middle of talking he just starts removing accounts off my stuff for no reason I could see. I called him out on it being a bait and switch and he just hung up fast. I tried telling him to delete my info after that but he never answered or replied back. Nothing.
