Voicemail saying my wages are being verified with no company name

Got a voicemail from this number (470) 798-6783. Some guy named David Dorsey said my wages and income and assets are being verified right now. He said federal law won't let him leave details on my voicemail. But then he said I could press one and ask for him to tell my side of the story before the order goes through.

No company name was given. No proof of anything. Just a call saying I need to contact him. It didn't make sense. I didn't call back. I'm pretty sure this is a phishing scam. They want you to call and give them info. I didn't lose any money but I wanted to report it.
