Got a threatening call about a complaint, they already knew my personal info

I got a call from this number three times, leaving messages telling me to call back. So I did call back. The woman who answered said there was a complaint filed against me, but she needed to verify my information first.

Then she started saying she already knew the last four digits of my Social Security number and my date of birth. I didn't verify anything for her. When I refused, she said they would take legal action. It felt really off that they had that info but were still demanding more.
