Paid for a product I never got, then asked to pay more for a refund

I bought something from Decisivte.com and never got it. It's been months. I've tried contacting them at [email protected] a bunch of times.

When I finally asked for my money back, they told me I had to pay for shipping and for the loss of the product to get a refund. That doesn't make any sense. I already paid for the product and the shipping when I ordered it. I paid $24 and got nothing. Now they want more money from me. I just want my refund.
