Paid fees for a credit card that never came until months later

I applied for this Direct Card thing back in April, it was supposed to be for people with poor credit. Paid the fees, $120 total. Never got the card until this weekend, June 21.

So I call to activate it and nobody answers. Just a voicemail message. I called the support line that came with the card, same number, and some person says they are a third party who activates the card.

Obviously they are taking advantage of people who need help. I really thought this was legit but now I’m not so sure.
