Paid sixty dollars for a credit card I can't activate

I paid $60.00 for a credit card from Directcard ReserveVisa com. But I can't get it activated because there is no way to get ahold of the company. When I call the number they gave me to activate the card it just rings or something, nobody picks up.

The address they had was in WI, USA. I don't know what else to do. I just want my card to work or my money back.
