Ordered a shirt but no refund for shipping to Hawaii

I ordered a shirt from this website dispatch-merch.com. They emailed me saying they couldn't deliver the shirt to me. But they didn't refund the shipping fee back to me.

Their email sounded suspicious. There was no warning anywhere that the shirt could not be delivered to Hawaii. I spent $5.80 and now I'm out the money. I attached a picture to this complaint.
