Phone call about a sealed document delivery with no company name

I got a call from a guy saying he was James Owens from the delivery department of something called Document Procedures and Conduct. He said there was a sealed document that was supposed to be delivered by an in person agent to my address or my job. He gave me a file number, RB dash 320678.

He said if I didn't make contact it would be escalated and classified as a failure to comply. Then he told me to call the history office at 888-615-2626 for any questions. The whole thing felt strange. No company name I could look up, just a phone number from Virginia. I didn't lose any money but it felt like a debt collection scam. I didn't call that number back.
