Ordered online and never got anything after two tries

I placed an order online and my credit card was charged. I never got the order so I emailed them. I asked for a refund. They said the shipping company showed it was delivered. I told them that wasn't true so they agreed to give me 25% back and send the order again. I said okay. I never got that second order either. Now I’m out the money.
