Paid for a truck title for my dead husband and they won't refund me

I paid them for a truck title for my dead husband's truck from California. It was 171 dollars. They wanted his death certificate so I sent it in. Now they say they can't print out the other paperwork they want and I don't even know what else they need.

I asked for a refund because they can't do what I paid for. They said no already. Their website is e-tags.com and they are in NV, USA. I just want my money back.
