Paid for restaurant sign work and now they won't answer calls

This guy came in and offered to do our outdoor signage for our restaurant. We went back and forth for a bit and finally agreed. He wanted us to pay the full 6,300 up front but we said no, we'd pay part now and the rest when it's done. He said the minimum he'd need to start was 2,300 to start the fabrication and get materials.

We sent him the money and he sent us some proof of the signs to approve. Now he won't answer phone calls or anything. I looked him up on google and saw bad reviews from other people saying he did the same thing to them. His website is Electricsignsco.com and his address is in Long Beach.
