Ordered a 250th anniversary flag that never showed up

I ordered a 250th Anniversary Flag and it never got delivered. They used some fake shipping company that says they deliver through USPS but the tracking number they gave me doesn't work with USPS at all.

Their customer service, and I use that term loosely, refuses to send a replacement or give me my money back. I lost $30.91. Since their fake Chinese shipping company is saying it was delivered I don't think PayPal is gonna help me either.
