Bought a kit missing parts and seller won't answer

I bought a kit off Facebook and when it came it was missing parts. It was supposed to be a full set but it wasn't. I tried to contact the seller about a refund or just getting the missing pieces sent to me. Never heard back from them. I sent messages and nothing. So I'm out 28 dollars for a product I can't even use. No way to get my money back from them.
