Bought a shirt from a Facebook ad that turned out to be international

I ordered a shirt from a company on Facebook that said they were a US company. When it arrived the shirt did not match the description at all. It was supposed to be embroidered but it wasnt. There was a slash down the back with a white button sewn on it. The shirt is black so who puts a white button on it?

When I tried to return it they first offered me a $2 refund. Then $4. Then $6. They said it was because it was an international purchase. But their ad said US company. I just want my $31.00 back.
