Tried buying band merch from a big TikTok account and got scammed

I tried to buy merch from my favorite band from this guy. He has a big TikTok platform so I thought it was legit. I paid $75.00. Now he says I need to pay $111 more dollars for shipping insurance? That makes no sense. And I can not get a refund. He is a scammer and needs his socials taken down. His phone number is 1(213) 279-7043 and his Facebook link is https://www.facebook.com/share/g/1AdhrzBFcU/. I don't know what else to do.
