Ordered a tractor part and still waiting months later with no refund

I ordered a tractor part from a company that says they are in Boston, MA but the emails I get back are in a different language so something is off. The website is farms-shops.com and I paid $51.49 on April 16th. They said express delivery 3-5 business days. It never came.

I tried to cancel and they said they would intercept the package. But their 24/7 customer service takes days or a week to reply. They keep offering me a 10% refund and to ship the part again. I told them I do not need the part and just want all my money back. It is like they do not understand what I am saying. I think it is a scam because of the foreign emails and how slow they are.
