Ordered from Fiffyshop, never got my product, now they won't give a full refund

I bought something from Fiffyshop.com and it never showed up. I have cameras at my address and no delivery person ever came. I checked with my neighbors too, nobody has it.

They're only offering me back 70% of my money. I paid $32.97 and I got nothing for it. Now they want to keep 30%? That doesn't make any sense.

I tried emailing [email protected] about it. They won't send the product and they won't give a full refund.
