Charged a dollar twice after I backed out of a credit card offer

I was on the website Kick.off for debt relief help. Then you start getting offers for credit cards. I started a couple applications but never finished them because I wasn't sure if it was good enough for my situation and the info didn't satisfy me. So I backed out.

But I got charged $1.00 twice under two different names. And now within a week after those dollar charges they keep trying to get $39.95 more through my bank. My bank refuses them but they are still trying to run it through and it's been going on for 2 weeks now.
