Ordered clothes in May and tracking shows China

I bought some stuff from this site Florence Mae California back in May. They make it look like they are based in California or whatever. But the customer service number they have is from Indiana and it doesn't even work when you call it.

My stuff still hasn't shipped and the tracking number they gave me says the package is in China. Not California. I paid $230 for this order and I just want my money back or my items. Something is off with this whole thing.
