Tried to buy a dog toy, credit card wouldn't go through

I was trying to buy a used Hyperball tennis ball toy for dogs from freyja.pcafl.com. They don't make it anymore and this one was listed as used with lots of photos.

When I went to pay, my credit card wouldn't go through on the webpage. It kept saying Visa needed to verify with a code sent to a cell phone. We tried two different phone numbers but never got any texts with the codes. We tried it twice and then immediately cancelled the credit card. The whole thing felt off.
