Ordered from a weed delivery site and package never showed up

I placed an order through Generalweed delivery. The total was $120. The package never came. So I tracked it and it said it was with some company called coastal cargo logistics.

They told me I had to pay an extra insurance fee before they would deliver it. That didn't make sense to me. I already paid for the order. So I didn't pay it. And I never got my package or my money back. Their website is generalweeddelivery.com and their email is [email protected]. They are supposedly in Los Angeles, CA.
