Letter about a winning number and a cruise expo I never signed up for

I got this letter in the mail saying “Congratulations (Name) Your VIP Winning Number: 160600” and that me and my spouse are invited to a cruise expo. I never entered anything or signed up for this.

The letter says it’s from Get America Cruising Expo and the address is 611 Pennsylvania Avenue SE #410 in Washington, DC. There’s a phone number on it too, (866) 967-5913. It feels like a timeshare or vacation scam to me. I didn’t lose any money but it’s just weird getting something like this out of nowhere.
