Ordered a calendar, never got it, can't get a refund

I ordered a calendar from gettoreach.com back on December 3rd. I never received the item. It just never showed up.

I've been trying to get a refund for over three months now. Every time I ask, they say they need me to pay money to cover the shipping loss before they can refund me. But the item was never delivered to me. That doesn't make any sense.

I had to finally dispute the charge with PayPal. Their only response is always that they'll contact the shipping company to speed up delivery. That's it. No help, no refund. I'm out the $27.48.
