Ordered from what I thought was Nordstrom, got the wrong size

I thought I was ordering from Nordstrom but I realized my mistake too late. They sent me the wrong size according to their own size conversion chart. I tried to get a refund but they refused. They advertise that they accept refunds but then told me international shipping rates were too high to make it possible. So I'm stuck with the wrong size and out $48.98. Total scam.
