Paid $132 for a passport form I still had to mail in myself

I was trying to renew my passport and found this website, gov swift.com. I filled out all my information on there and paid $132.07. I thought that was for the whole passport thing.

Then they gave me a form to print out and mail in, and said I had to pay again. I was like what. So I called and they told me I only paid for the service of filling out the form. Not for the actual passport.

So now I'm out $132 and still have to pay the government again. Just feels like a total waste of money.
