Charged extra $39.99 after being told only $5.95 for prize shipping

I got a postcard saying I won a grocery and gas voucher. It said if I wanted it, I had to pay $5.95 for processing and shipping of the gift card. So I authorized that amount.

But then the same day, just a few hours later, another $39.99 came out of my account. I never authorized that. I specifically told the lady on the phone I was not authorizing any enrollment in services or programs. I said I was only okay with the $5.95. She assured me I wasn't signing up for anything and only $5.95 would be taken.
