Ordered something online and got the wrong item, company offered only 15% back

I ordered some stuff from www.guidingcross.com. What I got wasn't what they described on the site at all. I tried telling them about it but they just keep saying they'll give me 15 percent back. No refund, no return, nothing.

I lost almost 59 bucks on this. They won't even acknowledge there's a problem. Just keep sending the same offer. I don't know what else to do at this point.
