Ordered shoes from Harper and Lane that arrived damaged, can't get a refund

I bought a pair of shoes from Harperandlane.com. The stuff they sell is totally misrepresented. It looks high quality on the website but what you get is cheap and low quality. My shoes arrived damaged.

I contacted them about the damage. First they said no refund. They offered me a 10% discount on a replacement, but then wanted me to pay a shipping fee that was more than the discount. That didn't make any sense.

I kept insisting on a refund. Finally they gave me an address to return the shoes to, some place in China. I sent them. The shoes sat in Chinese customs for like six months. Then they got sent back to me with a stamp saying "refused". Now I'm out over a hundred dollars and I still have these damaged shoes.
