Ordered anniversary decanters that turned out to be junk, refused a full refund

I saw an ad pop up on my cell phone for these USA 250th Anniversary Decanters. The company was called Hilipert. I ordered four of them. What they sent me was nothing like what was advertised. It was a total bait and switch, just complete junk.

I tried to get it resolved. First they offered me a $10 refund. I said no. Then they offered $20. I demanded a full refund. They came back and said the max was $30, and if I wanted a full refund I'd have to mail everything back to China with a tracking number. The package came from Georgia in the US, but they want it sent to China. The post office said it would be $49 with no tracking, and UPS wanted $348. That's ridiculous.

Also, my credit card was charged by some name called Yodaer, not Hilipert. The whole thing feels off. I'm out over a hundred dollars for junk.
