Someone opened accounts in my name and stole from my bank

I don't even know where to start. Somebody used my info to open accounts and borrowed money. They hacked everything on my cell phone. I lost $1000.

The phone number they used was (704) 418-0387. They had an Instagram page too. The email was [email protected]. And they put an address 600 northern street, Shelby, NC 28152. I never gave anyone permission to do any of this. It feels like they just took over my whole phone.
