Loan offer from someone named Howard saying I applied last year

I got a call from this number (833) 776-7553. A guy named Howard said he was offering me a loan. He said I applied for it last year. I don't remember applying for anything.

Then he wanted me to pay some kind of fee first before I could get the loan. That didn't feel right. I didn't send any money. He had an address in Lake Stevens, Washington but I'm not sure if that's real.

I just wanted to report it so nobody else falls for it. I never got a loan or anything just a call asking for money upfront.
