Bought a health band that doesn’t work and they won’t refund me

I bought a Hume health band from their website. It just doesn’t work right no matter what I try to do to fix it. So I tried to return it like their policy says for a refund.

They told me I’m eligible for the refund but then they just won’t actually give it to me. It’s been over a month and a half now. Their address is in Wilmington, DE. I’m out $199 and nothing.
