Strange call about an Indian phone number I never had

A woman called me saying there was a problem with my Indian mobile phone number in New Delhi. I don't even have an Indian phone number and I haven't been to New Delhi in years. She said she was calling from the Indian Consulate General in San Francisco.

I asked her where she was calling from and asked for an email address. She wouldn't answer either question. She just gave me this number to call: (628) 303-6202. Out of curiosity I called it. There was a voice recording asking me to leave my name and contact details. I hung up without giving anything.
