Ordered a woodworking tool from a site that looked real

I ordered a wood working tool from instrumentan thinking it was a legitimate site. They sent me different tracking numbers and one showed it coming from Norway and the other from China. One of those tracking sites is known for fraud and the other one is legit.

After they said it was delivered but it never showed up I complained by email. They sent me a USPS tracking number that said delivered to my front porch but it didn’t have my name or my address on it. I checked with USPS and they told me the name and address for that number didn’t match mine at all and it was someone else’s package. Now they just keep stalling and giving me the same answers when I ask for a refund. I lost 41 dollars.
