Got a weird call about taxes and some forgiveness program

I got a call from 833-727-4244. The person said my tax file was showing a possible balance or some unfiled returns. They said my household might qualify for partial forgiveness under something called the IRS Fresh Start program.

They said it could reduce or even eliminate what I owe. Then they told me to call back before the current budget for my state ran out. It felt off. I looked up the number and saw it connected to scam reports, so I didn't call back. No money was taken, but it was a weird, pushy message.
