Ordered pants online and never got them, tracking number doesn't work

I ordered some pants from an online site. I still haven't received them. They gave me a tracking number but it doesn't work at all. I paid $31.97 for this. I tried to contact them but there's no real website or anything, just this email address. It feels like I just lost my money.
