Got a weird recorded call about sealed documents and agents

I just got a few calls from (971) 206-6846. It was a recording every time. The voice said it was "James Owens from the Dept of Document procedures and conduct." The message was about a sealed document scheduled for delivery.

It said eight in-person agents would come to my home or work if no contact was made. Then it said this would be escalated and classified as a failure to comply. The whole thing felt off. I never signed up for anything and I don't know what document they're talking about. The call just ended after the recording.
