Ordered clothes from JCPenney and never got them

I placed an order for clothing on the JCPenney website. The money came out of my account, it was forty dollars. But I never received the merchandise. It never showed up. I tried to contact them about it. The phone number I found was 1(937) 763-8113 and there was an email, [email protected]. No one ever got back to me. I paid for something and got nothing.
