Ordered shoes from a website that looked nice but they won't give me my money back

I ordered shoes from this website jenniferjohn-charlaton.com. The website looked really nice and it showed a Delaware address and said 30 day free returns so I thought it was fine. I spent $115.

The shoes came late and just in a bag. They are not worth $20 each honestly. I tried to return them and they offered me $17.54 out of the $115. Or they said I could return them to China. That doesn't make sense. I don't know what to do now.
