Charged through Chase fraud alert for something I never bought

I went on the website jonhome and when I went to process the order I got a fraud alert from Chase Visa. I did not complete the transaction yet I was charged the $22.08 anyway. It didn't make any sense.

I contacted them and they refuse to refund my money. The phone number they have is (385) 338-5777 and they are in UT, USA. I don't know what else to do.
