Ordered a dress that didn't fit and they want me to pay huge shipping to return it

I got the dress I ordered from Juliaandanne.com. The website said it was from Nashville, TN USA. The dress doesn't fit at all.

I asked for a refund and they told me I'd have to pay a shipping fee to send it back to China. The fee costs more than the dress did. Then they offered me just a 20% refund if I kept it.

I told them that's not acceptable.
