Got a weird message about a pending file in my name

I got this message that says it's intended only for me. It says it's from Kelly Matthews. She says she's contacting me again about an order of location attached to a pending file in my name. She says this is my final chance to contact the issuing office to verify my address before they process it today, Tuesday, March 24th. They gave a direct number, 833-807-6360. My file number is Q J R 5496. The message says if I don't contact them before processing, I'll forfeit my rights. They said this is a documented 2nd and final attempt to notify me. I never signed up for anything. It felt off, so I didn't call.
