Getting endless calls and texts about a loan I never asked for

I keep getting multiple calls and texts every day, all from random phone numbers. Every text says paperwork is ready for a loan request, but I never started any loan. I know not to answer and press option 9 to get off the list, but that's just what they want you to do.

Blocking doesn't work because the number is always different. The texts are all the same, just with a different person's name leaving the message. If I delete or read the message, the calls come in even more. It's non-stop all day.
