Charged for a gift I never got from a hardware store

I got this email saying I won a gift from a local hardware chain. All I had to do was pay the shipping or something, it was supposed to be free. Then they charged me $19.99 for it.

I tried emailing them at [email protected] but it just bounces back. The contact form on www.logicstack.us does not work either. So I called (855) 920-8489 and this operator answered but I could barely understand them. They told me straight up the money will never be refunded even if I send the gift back. I never even got the gift in the first place.
