Phone call about certified mail for a family member

I got a call from a woman who would not give me any info. She said she was from some Independent Courier service but wouldn't even say the name of it. She said she was trying to deliver certified mail that needs a signature for a family member of mine.

She said the documents were from something called "LPA" and gave me the phone number (716) 647-6084. Also gave a reference number #999883. When I looked that up online it looks like a phishing scam. She was really pushy but wouldn't say anything straight.
