Getting this same call twice a day even after opting out

I keep getting this call twice a day. It's a recording from someone named Lucia Flores talking about a personal line of credit. She says she's a credit analyst and gives a number to call back, 855-909-0886.

I've selected the option to opt out more than once. Every time, a voice says "you've been placed on our do not call list." But then the calls just keep coming, twice a day like clockwork.

It's the exact same recording every time. She says today is Tuesday and she'll be at her desk till 6 PM. It feels like the opt out does nothing at all.
