Ordered a credit card wand on Instagram and they never delivered

I ordered a credit card wand off of Instagram from this company. They said they delivered the item and gave me some tracking numbers that don't make any sense. I never got anything.

I filed a dispute with Paypal. I've been with them for 25 years and they still sided with the merchant after I had to jump through a bunch of hoops. So I'm out 33.77 dollars and got nothing for it. The website is https://www.luminousey.com/ and they are on Instagram too.
