Ordered conditioner months ago, never got it and can't reach anyone

I placed an order for conditioner from the Lusciousbeauty Haircare Instagram page. It's run by someone named Destiny and they advertise organic hair products. I got an order confirmation right away.

Then I waited weeks. I finally used the order tracking on their site and it just said shipping was delayed. It's been months now and I still haven't received anything. I tried using the chat system on the website to ask about it, but it just leaves you hanging forever. I also tried emailing the address listed, [email protected], and got a notice back that the message couldn't be delivered. There's no phone number anywhere on the site either. I paid $40.
