Ordered two items but only one showed up in the package

I placed an order with this company for two products. I ordered the Luxe – Color Changing Foundation and the under-eye balm. But when my package arrived, only the under-eye balm was in there. The foundation was missing.

I checked my order confirmation and it shows both items were purchased. I have the tracking info too and it only shows the balm was delivered. The foundation is a high-value item so I don't know what happened.

I tried contacting them already but I still haven't gotten the missing item. I want them to either send me the foundation I paid for or refund me for it. Their website is shop.app/m/luxecosmeticsus and their email is [email protected]. Phone number is (763) 218-6250. I lost about 40 dollars on this.
